Primary purpose: Notify when spanning tree port forwarding has changed.
Possible causes for this alert include:
- Port has changed to blocking to prevent a loop. A new device may have been added to the network.
- Port has changed to listening/learning because spanning tree has been turned on or the former root bridge is no longer available and is completing convergence.
- The interface is connected to a network element.
